So what if you plan to attack another Muslim nation, but have neither solid proof of WMD nor widespread support for another costly war?
So what if you know that leaks of sensitive information are inevitable, but would prefer to control the when and how to minimize fallout?
So what if you are really concerned about the public's growing awareness but are without valid reasons to control the worldwide web?
No problem at all once you have the means to conduct a kind of covert warfare which you & your agency perfected during the Cold War!
And in the process you'll kill at least three 'birds' with a single 'stone', while appearing to all to have no choice but to 'do the right thing'!
No I speak not of Red China here, though I am sure that Chairman Mao would have been proud of his minions in concocting such a plan!
